The House Ways & Means Committee did not have the votes to move ESSB 6406 late Wednesday night, leaving our priority proposals on SEPA and stormwater in limbo. Efforts to find compromise continue to run into strong opposition from the environmental community. The path forward is murky. With the looming special session, this proposal remains a sticking point between the House and the Senate.
Despite the unyielding and at times hyperbolic opposition from the environmental community, there is still great support from many corners to provide legislative direction on the next stormwater permit. While our SEPA proposals are much less controversial, they remain linked to the other regulatory reforms in ESSB 6406. We continue to work on these priorities as the session moves into overtime.
